This project is a major effort to begin to develop a comprehensive set of new policies and programs that will help Downtown stakeholders and the City much more effectively manage and address the problems of parking as Downtown moves into a new era. The project recognizes that the challenges facing Downtown parking are much more complex than were reflected in the Peripheral Parking Policy adopted in the 1980’s and that a broader approach, more responsive to stakeholder needs and issues, is called for.

In addition to addressing areawide policy issues, the study will define a series of action plans or demonstration projects which will be designed to solve parking management issues in each of the many districts and special uses area of the Downtown. The project is explicitly “stakeholder driven”, meaning that stakeholder issues (both in the private and in the public sector) will largely define the project’s agenda—also recognizing that stakeholders will be direct participants and partners in the solutions.
