July Project Update

The Idaho Transportation Department (ITD) Division of Aeronautics initiated a comprehensive Idaho Airport System Plan (IASP) on February 15, 2008. The following is the fourth update of the project. Significant progress has been made toward the IASP and its two special studies. These tasks include:

State Airport System Plan Status
Task 1 Scoping Completed
Task 2 Establish Project Advisory Committee (PAC) Completed
Task 3 Establish System Goals & Performance Measures Completed
Task 4 Identify State, Regional, and Local Airport Issues On-going
Task 5 Conduct Inventory On-going
Task 6 Conduct Role Analysis Initiated
Airport Economic Impact Study
Task 1 Conduct Data Collection and Surveys for Direct/First Round Impacts Initiated
Task 2 Conduct Data Collection and Surveys for Indirect/First Round Impacts Initiated
Idaho Airport Land Use Guidelines Initiated

During the month of July, Chapter 1 – System Goals and Measures, was reviewed by ITD Division of Aeronautics and finalized. The chapter is available on the Project Website for review and comment by the Project Advisory Committee (PAC).

In addition to the presentation of Chapter 1, the Project Team completed all of its on-site visits as part of the IASP inventory collection task. Surveys were also received from airports that did not have an on-site visit. As mentioned in a previous update, the surveys from all study airports will provide the majority of data for use in the analysis of the Idaho system of airports.

Work has also begun on the IASP Role Analysis task. Currently, the Federal Aviation Administration (FAA) delineates airports into two classifications, commercial service or general aviation. The Role Analysis task will look at a variety of aviation related and non-aviation related factors to identify the functional role that each study airport plays in Idaho. Based on discussions with ITD Division of Aeronautics the factors used to identify the functional role of each study airport were finalized, and the statistical model for the roles analysis is currently being developed.

The IASP’s two special studies were both kicked off in late July.  For the Airport Economic Impact effort,  airports and business tenants were mailed surveys to help identify the usage of Idaho’s airports as well as capture vital economic data. ITD Division of Aeronautics and members of the Project Team met via teleconference on July 22nd to kick-off the Airport Land Use Guidelines effort. The team discussed the purpose, goals, and organizations of the guidelines. Work will continue on the guidelines in the coming months.
