April Project Update

The Idaho Transportation Department (ITD) Division of Aeronautics initiated a comprehensive State Airport System Plan (SASP) on February 15, 2008.  The SASP is a useful tool in promoting a better understanding by our local and state officials of the role of each airport in meeting Idaho’s transportation needs.  This understanding is important in obtaining the support needed to implement improvements proposed by the SASP.  Through a competitive proposal process, ITD selected the Consultant Team led by Wilbur Smith Associates, in association with Toothman-Orton Engineering Company, HDR Engineering, and ES Engineering to conduct the Idaho Airport System Plan (IASP).

The SASP is comprised of 13 work tasks including:

Task 4 Identify State, Regional, and Local Airport Issues
Task 5 Conduct Inventory
Task 6 Conduct Role Analysis
Task 7 Develop Aviation Forecasts
Task 8 Analyze System Adequacy
Task 9 Evaluate Alternatives
Task 10 Identify Recommended System of Airports
Task 11 Prepare Policy Analysis and Investigation Recommendations
Task 12 Prepare Implementation Plan
Task 13 Documentation and Coordination

 

Additional products of the IASP include two special studies, the Idaho Airport Economic Impact Study and the Idaho Airport Land Use Guidelines.  These studies are being conducted concurrently with the IASP.  The Airport Economic Impact Study is an update of a previous analysis and measures the individual and collective economic activity of system airports, thus enabling the Division of Aeronautics to demonstrate to the public, government officials, and other stakeholders how Idaho benefits from the presence of each airport.  The Airport Land Use Guidelines serves as a tool for airports, local governments, and land use planners to use for coordination between airport planning processes and land use planning processes.  The SASP and two special studies will be conducted simultaneously over a 23-month schedule.

To guide the study’s process, ITD has established a formal Project Advisory Committee (PAC) with 17 members representing a broad cross-section of aviation and non-aviation stakeholders throughout Idaho.  Along with these formal members, other airports and individuals interested in the study are encouraged to provide input through attending the open PAC meetings, commenting through the project website, or contacting the ITD or Consultant managers.

As the study proceeds, various draft materials will be presented at the five PAC meetings for review and comment.  These materials will be finalized into a Technical Report.  In addition to the Technical Report, other study deliverables include an Executive Summary, Airport Economic Impact Study Technical Report, Individual Airport Economic Brochures, and Airport Land Use Guidelines.
